-           Ukura said 2016 budget was an envelope- based budgeting, not zero based.

-          Ukura made the categorical statement when grilled by Senate Committee on Public Accounts.

-          Revealed that current realities forced government to adopt the envelope- based, against the initially planned zero-based.
